Bill banning texting while driving filed for second time

A bill that aims to ban texting while driving was submitted to the state legislature earlier this week by former Texas House Speaker Tom Craddick. This is not the first time a law banning texting and driving has been brought in front of the legislature; in 2010, the state passed a law that banned texting while driving, but it was vetoed by Gov. Rick Perry.

According to the San Antonio Express-News, Perry vetoed the bill because he considered it government overreach. Craddick, however, is determined to have the law passed. HB 63 is not a universal ban on texting while driving and allows the use of dialing numbers, using GPS, and voice-operated technology on hand-held as well as hands-free technology.

The only time reading or sending a text message is allowed under the bill is when the car is fully stopped at a stop sign or traffic light. San Antonio ordinances do not allow drivers to send or read text messages at any time, even while stopped, and state law bans drivers under the age of 18 from using a cellphone at all while behind the wheel.
